People are eligible to receive benefits if their employer shuts down - or cuts back temporarily because of the outbreak or the governor's state of emergency.
The labor department said that as a result of the inability of the employee and their family to purchase goods and services, the larger, overall community would experience a negative impact on their economic conditions. The guidance includes information for employees filing for unemployment insurance claims, as well as information on programs available for employers.

California workers who can't work and who are medically certified to either have COVID-19 themselves or to have been exposed to it can file a disability insurance claim. Typical benefits received range from $40 to $450 per week, per the EDD. Per the EDD on its website, unemployment insurance "provides partial wage replacement benefit payments to workers who lose their job or have their hours reduced, through no fault of their own".
A claimant that is directed to self-isolate or is caring for an immediate family member that is self-isolated will be eligible for these provisions, even if they are eventually not diagnosed with COVID-19.
