He said a barrage of gunfire broke out when two cars pulled up into the strip mall and someone inside one of the vehicles opened fire on people leaving the hookah lounge.
Two other victims were found dead in a vehicle that crashed into a wall at Miami Dade College's Kendall campus.
According to police, two men and a woman were killed, and at least five others, three men and two women, were injured and transported to the hospital in private vehicles.
Mr Ramirez said the woman who was killed was a corrections officer.
County Commissioner Raquel Regalado, who represents the district where the shooting took place, said more needs to be done to keep young people safe. Authorities found at least one gun in the auto, but its exact connection to the shooting was unclear.
All six survivors reportedly drove themselves to a hospital and are in stable condition.
No arrests have been made.
"Our condolences go to her and her family", Ramirez said.
Through May 23, there were 41 homicides reported in unincorporated Miami-Dade County, the same number as of that date past year.
"This violence has to stop".
Sunday's shooting follows a bloody Memorial Day weekend in the Miami area that saw three people killed and 20 wounded in a still-unsolved mass shooting at a banquet hall.
