The U.S. Supreme Court decided Tuesday to suspend a lower court decision forcing the Census Bureau to keep counting through the end of the month. The Bureau will stop accepting self-responses over the internet October 15 at 11:59 p.m. Hawaii time. People don't have their IDs anymore because they got them in a letter back in March. There is no citizenship question and every single Californian has a right to be counted.
"Things like funding for libraries, funding for hospitals, for schools, for infrastructure like roads", Housel says.
The Census Bureau also offers web pages and 2020 Census guides in 59 languages, including American Sign Language, in addition to guides in Braille and large print. They later revised their statements to say it could be done if the count had stopped at the beginning of the month.
"My primary concern is that not only is there a lot of federal funding that is tied to the Census, but in Albany County our sales tax is distributed county-wide based on the population in our cities and towns in the county", she added.
"Delaware will lose money and headcounts", Hall-Long said. "It really hurt us in terms of being able to capture those last-minute sign-ups", Kovari said.
Cal Poly politics professor Michael Latner says census data is used for more than dolling out federal dollars and drawing political districts.
The U.S. Census, conducted every 10 years, is mandatory and is part of the U.S. Constitution (Article 1, Section 2).
As of Wednesday, Delaware's self-response rate was below the national average reported on the Census Bureau's website. But Delaware is among the vast majority of states in which the Census Bureau says 99.9 percent of households have been counted.
She said the 62.6% of households that have been counted via self-response represents high-quality census data.
The U.S. Census Bureau will accept responses online until 4:59 a.m. on Friday morning, while paper forms must be postmarked by October 15. In 2010, California's self-response rate (SRR) was 68.2%.
"That approach worked", she said. Thursday, Oct. 15 from 4 p.m.to 6:30 p.m.at the Second Ebenezer Church Baptist Church off of I-75 and McNichols, anyone who shows up to complete their Census form is eligible for a $25 Visa gift card.
Gibson-Brokenbaugh says the pandemic forced the County to pivot to more online promotion of the census than it originally planned. This included geo-targeted advertisements on smartphone apps.
"I understand that many households have already been counted and I appreciate that, but the folks that are hardest to count are likely the folks that remain uncounted at this time", Mayor Satya Rhodes-Conway stated at a press briefing Thursday.
Hall-Long sees the first-time investment of state funds in the Complete Count Commission as key to counteracting the pandemic's impact on the count.
