Tottenham were among the clubs interested in offering him a lifeline in the last window, with the 27-year-old having not appeared for the Blues this season.
"If he was going to stay behind, I was looking at getting him minutes in a game behind closed doors but that is hard for us because of the bubble we have at the moment".
'Every player can play his way into the XI, the squad, ' Lampard said when asked about Rudiger, who has not appeared in a squad since the season's opening day.
"But of course, I'm excited to get him in and around it, to bring what we brought him to the club for". The players know that.
"We've got a lot of work to do". Other teams have shown in the last two or three years how long and the work it takes to become one of the top teams in the world and we have to do it in our own way.
Frank Lampard believes a fully firing Hakim Ziyech can help deliver the extra attacking dimension so craved at Chelsea.
'He's been fantastic in terms of professionalism, to get fit.
"I've got a really open relationship with him to know where he's at, and how I feel about it".
Meanwhile, Lampard has reminded Tammy Abraham and Ben Chilwell of their responsibilities after they were caught breaking lockdown rules by attending a birthday party.
"We've lived in this bubble for quite a long time now, and we have to make sure we stay on point with that at the training ground", said Lampard.
'It's like they don't know each other, they're not fit enough, I'm very anxious.
He added: "We have to take responsibility for that".
"They've had a few injury problems, but I expect Chelsea to grow and grow as the season progresses and I think they're guaranteed to finish in the top four".
