Nevertheless, the BoE estimates that growth will rebound by nine percent in 2021. It followed a 2.2% fall in the previous three months.
The technical definition of a recession is two quarterly contractions in a row.
"I've said before that hard times were ahead, and today's figures confirm that hard times are here", he stated following the release.
On a month-on-month basis, the economy grew by 8.7 per cent in June, building on growth in May.
Last week, the Bank of England said it didn't expect the United Kingdom economy to regain its previous size until the final quarter of next year.
He said a trend for rising unemployment and job losses was likely to continue until 2022 at the earliest.
The UK's recession is deeper than those recorded by comparable countries such as the U.S. and other European economies, notably Germany and France.
However, Samuel Tombs, a senior economist at Pantheon Macroeconomics, thinks the British economy will likely lag others because of "structural disadvantages", notably the fact that the economy is so dependent on consumer-facing businesses, where human interactions are more important than in manufacturing or construction.
He said: "The planned reopening of schools next month... probably will have to be accompanied by a renewed curtailment of economic activity in the services sector".

"It has been great to see more and more of our city's economy reopening over recent weeks and months but Belfast Chamber is increasingly anxious about the long term devastation that the coronavirus pandemic could have on the city's economy in terms of job losses, business closures and a slow down in investment".
The former Finance Minister urged the Executive to prioritise infrastructure spending.
He said it should now spur the Executive into accelerating investment in key infrastructure projects to aid the recovery.
The ONS said the economy is still a long way off from recovering the record falls seen in March and April.
