During a visit to Texas, which has seen a surge in coronavirus cases in recent weeks, Pence spoke directly to the people of the state when discussing the phased reopenings of the economy from virus-related closures.
Over 125,000 Covid-19 patients are confirmed to have died nationwide - more than in any other country.
In Texas, Abbott appeared with Vice President Mike Pence, who cut campaign events from upcoming visits to Florida and Arizona because of rising virus cases in those states.
The number of reported infections in the USA has now surpassed 2.5 million.
The governor of Texas, Greg Abbott, said Covid-19 had taken "a very swift and very risky turn" in the state.
The virus has now been linked to more than 500,000 deaths worldwide, according to data compiled by Johns Hopkins University in the US.
Pence told a news conference in the southern state of Texas on Sunday that "in the affected areas and where you can't maintain social distancing, wearing a mask is just a good idea".
The vice-president praised Mr Abbott for both his decision to reopen the state, and to roll back the reopening plans.
The U.S.is setting single-day records for cases, which is due in part to increased testing but has come with increased hospitalizations and high percentages of people testing positive in some counties.
When pressed on a national response, Pence said local authorities were best placed to handle the situation. He ordered them to close immediately and urged eight other counties to issue local health orders mandating the same. NY and New Jersey are seeing very few new cases while the virus surges in the Southwest portion of the country.
"We have the worst record of any country in the world and the president says we are making progress", she added.
"It was therefore inevitable that there would be cluster outbreaks as infections spilled over from communities into places of congregation such as mines, factories, taxis and buses".
