If you read the statement, there was a couple of paragraphs that were some very pointed criticism about the Astros' culture, as instilled by the general manager, Jeff Luhnow, and the manager, A.J. Hinch.
Both Luhnow and Hinch will remain suspended without pay until the day after the final game of the 2020 World Series should another team choose to sign them.
"We need to move forward with a clean slate", Astros owner Jim Crane said at a hastily called press conference to address the news.
The Astros, in addition, were fined $5 million and stripped them of their first and second round picks in the 2020 and 2021 draft.
Manfred said MLB's investigation covered the period from 2016 through the present, comprised of interviews with 68 witnesses, including 23 current and former Astros players.
The Astros defeated the Los Angeles Dodgers in the 2017 World Series.

MLB's official statement implicates Cora as one of the ringleaders of a scheme to decode the signs of opposing teams using a camera positioned in center field. The NFL took away a first-round draft pick and suspended quarterback Tom Brady for four games.
Takeaway: After Alex Cora left the team to take over as Red Sox manager, the use of the replay room dissipated. Cora participated in both schemes, and through his active participation, implicitly condoned the players' conduct.
■ Players told investigators that had they been told to stop by Hinch, they would have stopped.
"Assessing discipline of players for this type of conduct is both hard and impractical", Manfred said in his report. This started in Houston well before [Alex] Cora got there. A player would act as a runner to bring the information to the dugout, where a runner on second would be signaled. "While the evidence consistently showed I didn't endorse or participate in the sign stealing practices, I failed to stop them and am deeply sorry". The signs were relayed to hitters by having someone bang on a trash can between the dugout and clubhouse.
Taubman can apply to Manfred for reinstatement after the World Series, and any future violations of Major League Rules would lead to a lifetime ban.
