Personally, I don't think that Sam Wilson or Bucky Barnes are going to take kindly to someone coming in out of nowhere and taking the shield from Wilson. Production is now underway on the upcoming Marvel Studios' "Falcon & Winter Soldier" limited series and Page Six landed the first look of Russell in character.
If Mackie's telling the truth and Falcon does reject the role of Captain America, then it's likely that the USA government will want to pick someone else to replace him and U.S. Agent is the obvious candidate.
