Colorado's Laviska Shenault Jr. and LSU's Justin Jefferson are with Higgins in the next group of wide receivers.
The junior said after Monday's national championship game that he was torn on his choice, but he has made a decision to move on.
Higgins earned first-team All-ACC honors in 2019, and led the Tigers with 1,167 yards receiving and 13 touchdown catches.
Higgins took to Twitter on January 15 with the news. The wide receiver recorded three catches for 52 yards and an impressive 36-yard end around carry for a score.
