Strong winds, heavy rain and strong thunderstorm are impacting some areas, as well, making travel extremely unsafe through the holiday weekend.
New York, Pennsylvania and New Jersey can expect to see a mix of snow, rain and freezing rain Sunday morning.
Forecasters said a new storm is expected to bring California several feet of mountain snow, rain and gusty winds through the weekend.
More updates will be provided Sunday night and Monday. "Snow will last for several hours on Monday before dissipating into the late evening hours". NY will see up to 2 inches of snowfall an hour Sunday and Monday, it said, making for unsafe roads as the snow piles up.
By Tuesday, parts of the Northeast will see up to a foot of snow, the service said.
Western Ulster and Greene County are under a Winter Storm Warning with 12 to 24 inches of snow in the forecast. Some parts of the Finger Lakes could get up to 15 inches of snow.

The high temperature on Sunday will be about 31 degrees with a low of 30 on Sunday night and a high of 31 on Monday.
And as the storm moves east, travel into and out of East Coast destinations such as New York, Connecticut and MA on Sunday evening may be affected.
The storm was hitting much of the central US with blizzard conditions as of Saturday afternoon before it will make its way to the Northeast by Sunday. Traffic was heavy, but Interstate 5 was open in both directions as holiday travellers headed home. The Governor also announced 524,000 tons of salt is available to help combat black ice and snowy roads.
NY511 is reporting multiple accidents on Interstate 81, 86 and the New York Thruway.
As of 11:59 p.m. EST, 921 flights within, into or out of the United States on Sunday have been cancelled, with an additional 7,722 delays, according to flight-tracking service FlightAware.
