The chopper took off from a heliport on Manhattan's east side at and crashed into the building 11 minutes later, causing a fire that was quickly extinguished by responding firefighters, officials said.
Officials say there have been no other reports of injuries.
Dudley said he believes the helicopter must have had a mechanical problem and that McCormick was trying to land on top of the building to spare the people on the ground.

McCormack, who had qualified as a Rotorcraft flight instructor past year, had been certified, in 2004, to fly helicopters and single-engine airplanes, according to the Federal Aviation Administration (FAA) records.
The 19-year-old helicopter was linked to a real estate company founded by Italian-born investor Daniele Bodini, according to FAA records. Police Commissioner James O'Neill said it may have been returning to its home airport in Linden, New Jersey.
"When I got stuck in the stairwell, I was more anxious because we were about 28 flights up and it wasn't moving".

In 2014, McCormack made an emergency landing at the West 30th Street heliport when a bird struck the helicopter he was piloting and broke part of the windshield.
"It was mayhem. We didn't know what was going on", she said. The crash happened at around 2 p.m. Dozens of emergency vehicles swarmed the busy area, a few blocks north of Times Square.
The AXA Equitable Center was built in 1985 and includes more than 50 floors. The department mourned McCormack in a Facebook post, writing that he was well-respected throughout the county.
"If you are a New Yorker you have a level of PTSD from 9/11". And I remember that morning all too well. People who were in the building said they felt the building shake. Shortly after that announcement, the building was evacuated.
"A little bit of pandemonium", he told the station, recalling the incident. From his 21st-story window, he looked up and saw smoke.
Trump said in a tweet that he'd been briefed on the crash. The mayor said the cause was unknown but that there was no indication that the crash was an "act of terrorism".
Police and the National Transportation Safety Board are investigating to find out why the pilot entered the restricted airspace in such bad weather conditions.
The pilot involved in the deadly helicopter crash at a midtown Manhattan skyscraper Monday afternoon has been identified as Timothy Jude McCormack.
