Both players tweeted their excitement shortly after the match was announced on October 7, less than a week after Khashoggi was killed.
After fans and media called for Djokovic and Nadal to call off the match, both said they were reconsidering their commitment.
The players had not withdrawn, though, saying the invitations were made at least one year ago.
Roger Federer said he was offered an opportunity to play in the country but declined. "I know something happened very bad inside [the consulate] there".
"I have done everything possible to reach the end of the season in good condition, both in Paris and London, doing things well and I really wanted to play".
Speaking at press conference in London, Djokovic said: "Yeah, it's not happening".
'Nadal, also in Paris, added: 'Of course I'm aware of all the situation.
Number two-ranked Nadal pulled out of the season-ending ATP Finals because of an abdominal injury, then underwent surgery on his right ankle to start 2019 healthy. Djokovic is scheduled to play.
