Trump said last month that the United States would be reviewing its foreign aid with an eye toward providing it only "to those who respect us and, frankly, are our friends", and Bolton has advocated revoking it from countries who take steps at odds with USA objectives.
Kelly, who retired from the US Marine Corps with the rank of general, was Trump's first Homeland Security Secretary. According to most recent DHS statistics, a total of 16,658 family members were arrested at the southern border last month, becoming the highest one-month total on record. That is substantially higher than the previous year-end total of 77,857 in the 2016 fiscal year. When he was asked to take over the White House in July 2017, his longtime aide Nielsen was tapped to replace him.
