"In order to safeguard its legitimate rights and interests and the global free trade order, China has no choice but to take countermeasures in lockstep", the Chinese commerce ministry said in a statement on Tuesday.
Speaking at the White House, Trump promised "some very positive news" and said that "it will be a lot of money coming into the coffers".
"But, so far, China has been unwilling to change its practices", he said.
He also said the new round of 10 percent tariffs on Chinese products is coming soon, as a move to boost us bargaining power in the possible talks.
Collection of tariffs on the long-anticipated US list will start on September 24 but the rate will increase to 25 percent by the end of 2018, allowing USA companies some time to adjust their supply chains to alternate countries. In Beijing, China's Foreign Ministry had already vowed to strike back.
If China retaliates, Trump threatened Monday to add a further $267 billion in Chinese imports to the target list.
Trump's move means that America will now have tariffs on roughly half of its imports from China (which totalled over $500bn last year).

Fang Xinghai, a senior Chinese regulator, voiced the possibility the new tariff will "poison" the trade talks.
However, some products that help computer networks operate, such as routers, will remain on the new list, the official said.
Altogether about 300 product categories were given reprieves, including some non-tech consumer devices such as bicycle helmets and baby auto seats.

Apple and Eero did not respond to a Reuters request for comment, and Fitbit declined to comment. Cook last month dined with President Donald Trump and First Lady Malania Trump at Trump's New Jersey golf club.
Apple had said the USA tariffs would affect prices for a "wide range" of Apple products, including its Watch, in a letter commenting on administration proposals earlier this month.
The result could be higher prices for American consumers, because most companies are expected to pass on the cost to their customers.
"After a thorough study, the USTR concluded that China is engaged in numerous unfair policies and practices relating to United States technology and intellectual property - such as forcing United States companies to transfer technology to Chinese counterparts", Monday's statement read.
