North Korea's foreign ministry said Pyongyang had stopped nuclear and missile tests, dismantled a nuclear test ground and returned the remains of some USA soldiers killed in the 1950-53 Korean War.
"We will hold in-depth discussions with the North for a successful South-North summit", the ministry said in a statement.
North Korea has repeatedly turned down a denuclearisation proposal made by the United States, the Vox news website reported on Wednesday, one that would have set a formal timeline to start the process by having Pyongyang cut its nuclear arsenal by 60 to 70 per cent within six to eight months, delivering the warheads to a third party.
The rival Koreas will meet Monday for high-level talks meant to prepare for a summit between North Korean leader Kim Jong Un and South Korean President Moon Jae-in, South Korea said, the third such meetings between the leaders in recent months.
"However, the USA responded to our expectation by inciting global sanctions and pressure against the DPRK", it said in a statement carried by KCNA news agency.
Bolton said the United States has lived up to the Singapore declaration that followed the June 12 summit.
"As long as the U.S. denies even the basic decorum for its dialogue partner and clings to the outdated acting script which the previous administrations have all tried and failed, one can not expect any progress in the implementation of the DPRK-U.S. joint statement including the denuclearization", the ministry said.
However, in testifying before the US Senate Foreign Relations Committee in late June, Pompeo acknowledged that North Korea was still producing nuclear materials, despite Kim's pledge to denuclearise.
The White House did not respond to requests for comment.
North Korea said it has halted nuclear and missile tests and dismantled its nuclear test site as practical steps toward denuclearization, but it lashed out at the USA for unilaterally demanding North Korea denuclearize first. But Trump has already given Kim some concessions, including ending joint military drills with South Korea.

US officials have declined to comment on a report on the Vox news website on Wednesday saying that North Korea had repeatedly rejected a USA proposal for it to cut its nuclear arsenal by 60 to 70 per cent within six to eight months.
Haley said Pompeo had delivered "solid" US demands to North Korea and that Washington would not weaken those or ease sanctions on Pyongyang.
The facility, completed in 2009, was first used to launch the Unha 3-rocket in April 2012.
