This year's list sees Match of the Day host Gary Lineker overtake Chris Evans as the best paid person, earning between £1.75m-£1.76m in 2017-18.
The publication reveals that radio presenter Nick Grimshaw's salary has risen to £400,000-£409,999 this year, an increase from £350,000-£399,999 in the financial year 2016/2017.
The list showed that Norton's salary fell from £850,000-£899,999 to £600,000-£609,999. However, her salary has dropped from previous year, when she was on £450,000-£500,000.
However, the 46-year-old's salary is likely to be higher than this figure, with her earnings for Strictly Come Dancing not being included.
The BBC first published a list of its highest earners in July 2017, after the government ordered the corporation to reveal the names and salaries of its on air-talent earning above £150,000 past year.
A year ago the BBC's top seven biggest earners were all men - but this figure increased to 12 in 2017/2018.
Despite the huge salaries enjoyed by the men - including the likes of Eddie Mair and Simon Mayo, who both earn in excess of £330,000, the BBC has argued that the list does not truly reflect the balance of payments.
The only woman to move up a pay bracket is journalist and broadcaster Sophie Raworth. This year, the corporation appears to have narrowed numerous pay brackets so that they are more accurate.
The corporation has also published the detail of which programmes the stars have worked on, in the hopes this will "help ensure that more informed comparisons can be made", according to a BBC source.
Unlike the BBC, the TV production and distribution company is not funded by the licence fee and became a commercial entity.
The corporation has insisted that it is getting closer to ending a highly publicised pay gap, but you still have to scroll through a list of a dozen men before you get to the highest paid woman - Claudia Winkleman.
