Tamara Pletnyova, the head of the Lower House of parliament's Family, Women and Children Committee spoke during a radio interview and specifically warned Russian women against getting impregnated by visitors.
Tamara Pletnyova, a lawmaker in the Communist Party and head of a state congressional committee on children and family affairs, discouraged women from sleeping with foreigners visiting Moscow for the quadrennial global soccer tournament.
"It's good if it's one race, but if it's another race, then they really did".
"Many years from now these children will remember that their parents' love story began during the World Cup in Russian Federation in 2018", he said, according to the Tass news agency. But the kids will suffer just like they suffered (after the 1980 Moscow Olympics).
"We should have our own children". I'm not a nationalist, but nevertheless I know that children suffer.
In comments to Govorit Moskva radio station, Alexander Sherin also said Russians should be careful in their interactions with foreigners as they might try to circulate banned substances at the tournament.
The comments prompted criticism on social media, with some saying that Pletnyova's views were racist and archaic.
Ms Pletnyova said: 'I would like to see people in our country to get married for love.
'Will there still be girls who will date foreigners and then have children from them Perhaps there will be some, but I am hoping not'.
"We welcome fans from all countries, skin colors, all religions, all genders and all (sexual) orientations", Degtyaryov added.
Asked about Ms Pletnyova's comments, Russian Federation president Vladimir Putin's spokesman, Dmitry Peskov, said the Kremlin has nothing to do with the matter.
"As for our Russian women, they will make their own judgment", Peskov said.
