In her address to the SCO Council of Foreign Ministers meeting, Swaraj said that peace in the war-torn Afghanistan could be achieved through political dialogue and reconciliation in an atmosphere free from terror and violence, within the framework of Afghan Constitution.

The minister stated this while addressing the 15th Defence Ministers Meeting of the Shanghai Cooperation Organization (SCO) in Beijing.
"This (the meeting) is something very significant and it signifies a new era for China-India relationship.It will also help in developing economic ties between the two countries", Chinese Consul General in Kolkata Ma Zhanwu said.
This was the first assembly of the SCO Defence Ministers after the organisation was expanded in 2017 for the first time to add India and Pakistan as full members.
"A young and dynamic India, with an economy growing at 7-8% per year, joins the SCO, seeking to usher in a new phase of cooperation", Sitharaman said, adding that India would take part in "Peace Mission", the joint military exercise being organised by SCO in Russian Federation later this year. Islamabad and New Delhi have, however, worked together in the past on United Nations peacekeeping missions.
She asked the member states to "strongly support" the Afghanistan government's active effort "to implement Afghan-led, Afghan-owned and Afghan-controlled, inclusive peace and reconciliation process". The delegation from India made their concerns clear. Prime Minister Modi will be joined by External Affairs Minister Swaraj.
In his keynote speech at the meeting, Wei reiterated China's push for "building a community with a shared future for mankind", and said that security cooperation was a "top priority" for Xi Jinping in this regard. Beijing has assured relations between China and Pakistan will "never rust".
Saying the SCO summit to be held in Qingdao, Shandong province, in June will be the first of its kind since the increase in SCO members, Xi told the senior diplomats that he hopes all sides will cooperate for its success.
