It remains unclear how hard it would be for the European Union to win an exemption. Trump did say he expected both Canada and Mexico to take action to prevent other countries from sneaking steel into the U.S.by sending them to Canada or Mexico first.
No immediate clarity on the exact USA procedure for exemption however, so discussions will continue next week.
In talks, the United States should not expect any European Union concessions to win an exemption, European Union officials said.
"We're negotiating right now NAFTA and we're going to hold off the tariff on those two countries to see whether or not we're able to make the deal on NAFTA", he said.
Canada and Mexico are exempt due to ongoing NAFTA renegotiations. Trump's chief economic adviser, Gary Cohn, is resigning, reportedly because of his oppositions to the tariffs.

The EU has threatened retaliatory tariffs on U.S. goods, including iconic products such as bourbon and blue jeans. "We kept making the case that Canada wasn't the enemy".

Korea is the third-largest steel supplier for the U.S. Its exports of steel products to America amounted to $4 billion previous year. While lowering tariffs across the world has undoubtedly encouraged greater world trade that has spread prosperity far beyond anything government foreign aid accomplishes, it does not mean that all free trade deals have been free and fair or good for the U.S. The reason for that lies with past U.S. administrations, not President Trump.
But an administration official insisted on Wednesday that Trump's final tariff proclamations had not been softened, saying the "flexible but firm" approach allows exemptions for allies, but must be offset by higher tariffs on remaining countries.
