Internet difficulties during the opening ceremony of the 2018 Winter Olympics in South Korea have prompted officials to investigate the possibility of a cyberattack. Pence's staff insists that the vice president would have met with the North Korean officials if the North Korean officials were interested in meeting.
The US administration has sought to maintain pressure on North Korea through sanctions and tough rhetoric from President Donald Trump. Even if he had met the North Korean officials, Pence would simply have reiterated his mantra that North Korea can not reap the benefits of being part of the community of nations while it threatens the world with its nuclear and missile aggression.
Just a day before the opening ceremony it held a military parade in Pyongyang, putting its intercontinental ballistic missiles - which can reach the USA mainland - on display.
The statement from the Ministry of Unification came after the North Korean delegation concluded its three-day visit.
"I didn't know the right timing to applaud", said one South Korean spectator.
"You will all witness fair and attractive competition, and be at the center of peace on the Korean Peninsula", he said at the ice-breaking ceremony to the guests, which included International Olympic Committee chief Thomas Bach, North Korea's nominal head of state Kim Young-nam and Secretary-General Antonio Guterres.
Accepting North Korea's demand to transport more than 100 members of the art troupe by sea, South Korea treated the Mangyongbong-9 ferry as an exemption to the maritime sanctions it imposed on the North.
The South's Unification Ministry said steps to improve ties would be led by the two Koreas, but with the support of the worldwide community.
Pence said Moon updated him about the meeting he had with North Korean officials and "both of us reiterated to each other tonight that we will continue to stand strong and work in a coordinated way to bring maximum economic and diplomatic pressure to bear on North Korea". Also on hand was U.S. Vice President Mike Pence.
USA officials have been urging South Korea to be cautious in its rapprochement with the North.
In August 2009, the DPRK sent a high-ranking condolence delegation to bid farewell to late South Korean President Kim Dae-jung who held the first inter-Korean summit with late DPRK leader Kim Jong Il, father of the current leader.
Kim Yo Jong, who is believed to be about 30, has been rapidly rising within the North's power structure and is believed to be in charge of shaping her brother's public persona.
Dozens of protesters demonstrated outside the concert venue, with waving banners condemning Moon and Kim Jong-un.
Ms Kim, who is though to be about 30 years old, was promoted to the powerful politburo last year. International Olympic Committee Chairman Thomas Bach and the presidential couple of Switzerland also plan to watch the game.
