The "ready to connect" figure was slightly lower at 6.1 million, but the company pointed out that this means more than half of the premises in Australia are now able to order an NBN plan from a retail service provider.
By the end of the quarter, 2.9 million premises had actually activated services.
Shadow Communications Minister Michelle Rowland, on the other hand, says NBN's Q1 results - which show $405 million in revenue - are "quite disappointing".
NBN Co, the company building Australia's national wholesale broadband access network, added 708,000 premises ready for service in the quarter ended 30 September 2017, to reach 6.4 million in total at the end of the 3-month period.

It has also launched a Tech Lab for fault assessment and remediation.
In early November, the country's consumer watchdog revealed that, following an investigation, around 42,000 Telstra and Belong NBN customers may receive compensation after the telco admitted to misleading customers with its maximum speed claims.
The program will offer training and accreditation for technology providers and consultants to educate business customers around connecting to the new network as well as information on applications which can support their business over fast broadband.
The existence of the condition was disclosed but only in very small print in the advertisements and understandably the Australian Competition and Consumer Commission's (ACCC) took action against the telco.
