Santos, 32, was shot and killed by police, ending a chaotic search for a suspect wanted for stealing the cruiser earlier in the morning.
The ACLU is asking state police to release its high-speed pursuit policy and the troopers' names.
Rhode Island State Police on Tuesday released the names of the troopers involved in a deadly shooting on a busy stretch of Interstate 95 last week after getting pressure from civil liberties advocates and days after Providence Police released the names of its officers involved.
Providence Police also released dispatch audio from both the cruiser theft, the subsequent chase of Santos' pickup truck and includes frantic voices of officers describing the shooting. It says the agency's decision not to name the troopers "represents a glaring and troubling lack of transparency".

The trooper whose cruiser was stolen was identified as Michael J. Doherty. The man stole the police vehicle, driving it to a Providence neighborhood and abandoning it.
It wasn't immediately clear why Santos wouldn't stop, though police did say he had two outstanding warrants.
"Colonel Assumpico was at the scene and she, along with other members of the Rhode Island State Police, rendered first aid to the female passenger in the truck", Kirk said in an email. Morgan's ex-girlfriend told news outlets Morgan and Santos were close friends, and Providence Police Commissioner Steven Pare told WPRI-TV that investigators were looking into whether Santos helped Morgan escape.
Police initially said the shooting and cruiser theft were related, but then said Morgan wasn't involved in the shootout. She said the department also is reviewing its polices and protocols and that she has ordered partitions be installed between the front and back seats of all marked Rhode Island State Police cruisers as soon as possible. But he pointed out that both Providence and state police generally limit high-speed pursuits to two cars, which Thursday's pursuit exceeded.
Morgan was finally arrested Friday night in Cumberland, Rhode Island, near the MA state line-and is facing charges in court today.
