Footage captured by Splash News shows the Brazilian forward becoming involved in an angry dispute with his Portuguese colleague.
"Neymar is my friend, we have been playing for seven years together for Brazil and we have a very open relationship", PSG captain Silva told reporters ahead of Saturday's Trophee des Champions against Monaco in Morocco.
Semedo walks away from the fiery flashpoint, but Neymar refuses to let the issue lie.
Neymar appealed past year and a court ruling in his favour in March halved the penalty of 200 million reais in fines, back-taxes and interest that Brazil's tax office had slapped on the player. Speculations continue to grow and is nearly certain that the Brazilian and Barcelona winger will join the club on a record breaking deal of 220 Million Euros.
The Brazil worldwide has been heavily linked with a move to the Ligue 1 side, with Neymar reportedly growing unhappy and frustrated at playing in the shadow of Barcelona legend Lionel Messi at the Nou Camp.
Barca, though, have offered no indication that a sale is about to be sanctioned, with club president Josep Maria Bartomeu telling the New York Times: "Well, you know Neymar is one of our best players, and so we don't want to lose that player". "What we do in the summer is to be very discreet about everything, so we can not confirm or deny anything". But as far as Barcelona, we want him, and we need him.
Despite all the talk about his future, though, Rakitic says Neymar remains his normal bubbly self. That's just the start Paris expected when they signed the 34-year old defender on a transfer from Juventus after his 1-year contract expired at Turin this year.
"I helped him once, I helped him come to Barcelona".
'You know that players decide if they want to leave, they can decide.
"And if we want to win it, we're going to have to continue training as best we can, and it also means we have to play a good game".
